Machine unlearning (MU) is often analyzed in terms of how it can facilitate the “right to be forgotten.” In this commentary, we show that MU can support the OECD’s five principles for trustworthy AI, which are influencing AI development and regulation worldwide. This makes it a promising tool to translate AI principles into practice. We also argue that the implementation of MU is not without ethical risks. To address these concerns and amplify the positive impact of MU, we offer policy (...) recommendations across six categories to encourage the research and uptake of this potentially highly influential new technology. The international network of submarine cables plays a crucial role in facilitating global telecommunications connectivity, carrying over 99% of all internet traffic. However, submarine cables challenge digital sovereignty due to their ownership structure, cross-jurisdictional nature, and vulnerabilities to malicious actors. In this article, we assess these challenges, current policy initiatives designed to mitigate them, and the limitations of these initiatives. The nature of submarine cables curtails a state’s ability to regulate the infrastructure on which it relies, reduces its data security, (...) and threatens its ability to provide telecommunication services. States currently address these challenges through regulatory controls over submarine cables and associated companies, investing in the development of additional cable infrastructure, and implementing physical protection measures for the cables themselves. Despite these efforts, the effectiveness of current mechanisms is hindered by significant obstacles arising from technical limitations and a lack of international coordination on regulation. We conclude by noting how these obstacles lead to gaps in states’ policies and point towards how they could be improved to create a proactive approach to submarine cable governance that defends states’ digital sovereignty. When conflicts regarding industrial operations erupt between countries, relationships between corporations and stakeholders may be affected. We combine insights from stakeholder theory and studies on government and corporate social responsibility to investigate how intergovernmental politics shapes stakeholder engagement. Relying on attribution theory and a qualitative analysis of the Finnish Metsä-Botnia (hereafter Botnia) company during the intergovernmental conflict between Uruguay and Argentina, we explore the mediating role of political attributions—defined as the stakeholder network actors’ inferences regarding governmental motives—in the process by (...) which intergovernmental politics shapes stakeholder engagement. We induce three types of political attributions: instrumentalizing, which points to the undeclared instrumental motives of governments; radicalizing, which refers to the beliefs that governments immoderately intensify confrontation; and acting in bad faith, which relates to the perceptions that governments act in inconsistent and/or morally inappropriate ways. Our results show how these attributions combine in specific configurations to explain how intergovernmental politics shapes stakeholder engagement throughout the conflict. Our study theorizes the role of governments as stakeholders in stakeholder engagement and expands organizational studies of attribution to the stakeholder and global levels. (shrink)

Today, open source intelligence (OSINT), i.e., information derived from publicly available sources, makes up between 80 and 90 percent of all intelligence activities carried out by Law Enforcement Agencies (LEAs) and intelligence services in the West. Developments in data mining, machine learning, visual forensics and, most importantly, the growing computing power available for commercial use, have enabled OSINT practitioners to speed up, and sometimes even automate, intelligence collection and analysis, obtaining more accurate results more quickly. As the infosphere expands to (...) accommodate ever-increasing online presence, so does the pool of actionable OSINT. These developments raise important concerns in terms of governance, ethical, legal, and social implications (GELSI). New and crucial oversight concerns emerge alongside standard privacy concerns, as some of the more advanced data analysis tools require little to no supervision. This article offers a systematic review of the relevant literature. It analyzes 571 publications to assess the current state of the literature on the use of AI-powered OSINT (and the development of OSINT software) as it relates to the GELSI framework, highlighting potential gaps and suggesting new research directions. We provide a simple model to measure the impact of aggregate risks. We consider agents whose rankings of lotteries over vectors of outcomes satisfy expected utility and separability. Such rankings are characterized in terms of aggregative utilities that measure sensitivity to aggregate uncertainty in a straightforward way. We consider applications to models of product variety, portfolio choice, and public attitudes towards catastrophic risks. The framework lends support to precautionary measures that penalize policies for exposure to correlation. La centralité du chapitre A6 dans la composition du livre A de la Métaphysique a été justement soulignée : Aristote ne reconstitue pas ici une philosophie du passé, comme il l’avait fait dans les chapitres précédents, depuis ses origines jusqu’aux Pythagoriciens, mais traite de la philosophie du présent, celle de Platon et de son école, l’Académie, dont il avait été un élève pendant vingt ans. Le texte peut être divisé en trois parties principales : la première (987a29-b14) est une « (...) généalogie » du platonisme classique, celui que l’on retrouve dans les dialogues platoniciens, c’est-à-dire un dualisme ontologique de Formes intelligibles et de corps sensibles liés par une relation, qu’Aristote considère comme obscure et inexpliquée, de participation. La troisième partie (987b18-988a17) expose plutôt une doctrine platonicienne absente des dialogues, c’est-à-dire les causes et principes des Formes intelligibles, l’Un et la Dyade Indéfinie. Mais le passage sur lequel je m’attarderai est plutôt une étape intermédiaire entre la première et la troisième partie, qui introduit, à côté du dualisme ontologique classique de la première partie, des objets intermédiaires (μεταξύ) entre les Formes intelligibles et les corps sensibles, c’est-à-dire les objets des mathématiques (τὰ μαθηματικά) : l’ontologie platonicienne est donc une ontologie triadique. La conclusion du chapitre (988a7-17) résume l’ontologie platonicienne, mais sans mentionner les objets mathématiques. Dans cet essai, je traiterai de deux questions concernant l’ontologie triadique du platonisme, à savoir l’existence intermédiaire des entités mathématiques et ce que signifie être un intermédiaire entre les αἰσθητά et les εἴδη, en particulier la relation entre les objets mathématiques et la sphère des sensibles. La méthode suivie sera celle d’une « lecture lente » du texte, selon la formule proposée par Nietzsche, c’est-à-dire une lecture attentive avant tout aux détails plutôt qu’à l’ensemble du texte. In this paper we propose an approach to multi-source belief revision where the trust or credibility assigned to informant agents can be revised. In our proposal, the credibility of each informant represented as a strict partial order among informant agents, will be maintained in a repository called credibility base. Upon arrival of new information concerning the credibility of its peers, an agent will be capable of revising this strict partial order, changing the trust assigned to its peers accordingly. Our goal (...) is to formalize a set of change operators over the credibility base: expansion, contraction, prioritized, and non-prioritized revision. These operators will provide the capability of dynamically modifying the credibility of informants considering the reliability of the information. This dynamics will reflect a new perception of trust assigned to the informant, or extend the set of informants by admitting the addition of new informant agents. (shrink)

The previous chapters have provided a detailed overview of the variety of ethical challenges posed by the development of ICTs. By way of conclusion, in this epilogue I would like to invite the reader to look into the possible future of Information and Computer Ethics. More specifically, I shall try to forecast how the convergence of two fundamental trends of our times, globalization and the development of the information society, may interact with the ethical problems analysed in this book. The (...) exercise will not be based on some untenable technological determinism. Humanity is, and will remain, firmly in charge of its destiny and hence be responsible for it. Rather, it will mean adopting the farmer's view that, with enough intelligence, toil and a bit of luck, one might be able to tell today what one will probably reap tomorrow. Before trying to ‘look into the seeds of time, and say which grain will grow and which will not’ (Shakespeare, Macbeth, Act I, Scene III, 59–62), two clarifications might be in order. First, the future of globalization is a phenomenon too complex even to sketch in this brief epilogue. For a synthetic, well-balanced and informed overview, the reader may wish to consult Held and McGrew (2001) and consider that this chapter is written from what Held et al. (1999)) have defined as a ‘transformationalist perspective’, according to which ‘globalization does not simply denote a shift in the extensity or scale of social relations and activity. (shrink)

The paper argues that the two best known formal logical fallacies, namely denying the antecedent (DA) and affirming the consequent (AC) are not just basic and simple errors, which prove human irrationality, but rather informational shortcuts, which may provide a quick and dirty way of extracting useful information from the environment. DA and AC are shown to be degraded versions of Bayes’ theorem, once this is stripped of some of its probabilities. AI, especially in the case of Deepfakes, has the capacity to undermine our confidence in the original, genuine, authentic nature of what we see and hear. And yet digital technologies, in the form of databases and other detection tools also make it easier to spot forgeries and to establish the authenticity of a work. Using the notion of ectypes, this paper discusses current conceptions of authenticity and reproduction and examines how, in the future, these might be adapted for use in (...) the digital sphere. In order to address this question, in 2012 the European Commission organized a research project entitled The Onlife Initiative: concept reengineering for rethinking societal concerns in the digital transition. This paper focuses on the relation between icon and depiction and their equally central role both in verbal and in nonverbal artistic texts. For this purpose, I will examine the contact points between Jakobson and Bakhtin’s theory of text. In particular, I will dwell on Jakobson’s “Quest for the essence of language” and on Bakhtin’s “The Problem of the Text in Linguistics, Philology, and the Human Sciences.” Both Jakobson and Bakhtin build their idea of text on this dialogue between different (...) dimensions. According to Bakhtin dialogical logic is the specific logic of the text. Though indispensable in the initial phase of understanding, the first is reductive if it claims to exhaust the semantic import of the text. Both in Bakhtin and in Jakobson, this idea of text based upon a dialogue between different dimensions implies that sign expression cannot be exhausted in representation because there is something which exceeds representation. I will call this excedent element “depiction.” Depiction is what is at stake in the artistic text, what exceeds the symbolic level of representation. “Depiction” can be configured, both in verbal and non-verbal text, as an idea of iconicity which exceeds resemblance and immediate visibility. Who are we, and how do we relate to each other? Luciano Floridi, one of the leading figures in contemporary philosophy, argues that the explosive developments in Information and Communication Technologies is changing the answer to these fundamental human questions. As the boundaries between life online and offline break down, and we become seamlessly connected to each other and surrounded by smart, responsive objects, we are all becoming integrated into an "infosphere". Personas we adopt in social media, for example, (...) feed into our 'real' lives so that we begin to live, as Floridi puts in, "onlife". Following those led by Copernicus, Darwin, and Freud, this metaphysical shift represents nothing less than a fourth revolution. "Onlife" defines more and more of our daily activity - the way we shop, work, learn, care for our health, entertain ourselves, conduct our relationships; the way we interact with the worlds of law, finance, and politics; even the way we conduct war. In every department of life, ICTs have become environmental forces which are creating and transforming our realities. How can we ensure that we shall reap their benefits? What are the implicit risks? Are our technologies going to enable and empower us, or constrain us? Floridi argues that we must expand our ecological and ethical approach to cover both natural and man-made realities, putting the 'e' in an environmentalism that can deal successfully with the new challenges posed by our digital technologies and information society. An AI winter may be defined as the stage when technology, business, and the media come to terms with what AI can or cannot really do as a technology without exaggeration. Through discussion of previous AI winters, this paper examines the hype cycle (which by turn characterises AI as a social panacea or a nightmare of apocalyptic proportions) and argues that AI should be treated as a normal technology, neither as a miracle nor as a plague, but rather as of (...) the many solutions that human ingenuity has managed to devise. I love information upon all subjects that come in my way, and especially upon those that are most important. Thus boldly declares Euphranor, one of the defenders of Christian faith in Berkley’s Alciphron (Berkeley, (1732), Dialogue 1, Section 5, Paragraph 6/10). Evidently, information has been an object of philosophical desire for some time, well before the computer revolution, Internet or the dotcompandemonium (see for example Dunn (2001) and Adams (2003)). Yet what does Euphranor love, exactly? What is information? The question (...) has received many answers in different fields. Unsurprisingly, several surveys do not even converge on a single, unified definition of information (see for example Braman 1989, Losee (1997), Machlup and Mansfield (1983), Debons and Cameron (1975), Larson and Debons (1983)). This introduction presents the project of a one-day meeting on the future of philosophical research, hosted by the Institute of Philosophy, School of Advanced Study, University of London, on 13 January 2012. The meeting brought together several distinguished philosophers and scholars in their roles as journal editors and publishing experts, in order to clarify and discuss the future of philosophical research. This symposium in Metaphilosophy collects a selection of the papers presented at the meeting and some invited articles.

Digital sovereignty, and the question of who ultimately controls AI seems, at first glance, to be an issue that concerns only specialists, politicians and corporate entities. And yet the fight for who will win digital sovereignty has far-reaching societal implications. Drawing on five case studies, the paper argues that digital sovereignty affects everyone, whether digital users or not, and makes the case for a hybrid system of control which has the potential to offer full democratic legitimacy as well as innovative (...) flexibility. This book proposes a new phenomenological analysis of the questions of perception and cognition which are of paramount importance for a better understanding of those processes which underlies the formation of knowledge and consciousness. It presents many clear arguments showing how a phenomenological perspective helps to deeply interpret most fundamental findings of current research in neurosciences and also in mathematical and physical sciences.

The modern abundance and prominence of data have led to the development of “data science” as a new field of enquiry, along with a body of epistemological reflections upon its foundations, methods, and consequences. This article provides a systematic analysis and critical review of significant open problems and debates in the epistemology of data science. We propose a partition of the epistemology of data science into the following five domains: (i) the constitution of data science; (ii) the kind of enquiry (...) that it identifies; (iii) the kinds of knowledge that data science generates; (iv) the nature and epistemological significance of “black box” problems; and (v) the relationship between data science and the philosophy of science more generally.
